APPROVE MINUTES

Authorize Chair to sign an amended Assistance Agreement with US Department of Energy for an Energy Efficiency and Conservation Block Grant in the amount of $317,300.

Discuss and decide on Wickiup Hill Learning Center public art project.

Update from George Lake with the Marion Economic Development Company.

Discuss funding request from the Entrepreneurial Development Center out of Economic Development fund.

Discuss a temporary position for the Linn County Treasurer’s office.

Discuss and Decide on Change Order Requests #1 and 2 from Pipe Pro, Inc. in the amount of $3,695.10 related to the Jail Cooling Tower and Motor Replacement project included in the 2012-2016 Capital Improvement Plan.

LINN COUNTY BOARD OF SUPERVISORS
CEDAR RAPIDS, LINN COUNTY, IOWA
MONDAY, AUGUST 13, 2012 9:00 A.M.

The Board met in session at the Linn County Jean Oxley Public Service Center. Present: Chairperson Oleson, Supervisors Barron and Rogers. Absent: Vice Chairperson Harris (personal business) and Supervisor Langston (vacation). Board members voting “Aye” unless otherwise noted.

Motion by Rogers, seconded by Barron to authorize Chairperson to sign an amended Assistance Agreement with US Department of Energy for an Energy Efficiency and Conservation Block Grant in the amount of $317,300.

The Board discussed public art at the Wickiup Hill Learning Center.

Motion by Rogers, seconded by Barron to authorize Chairperson to sign Agreement for Commission of Public Artwork with Pete Goldlust for public art at Wickiup Hill Learning Center.

Discussion: Supervisor Rogers asked if he was a local artist. Supervisor Barron clarified that no local artists applied.

Vote: All Aye

George Lake with the Marion Economic Development Company gave an update to the Board regarding MEDCO. He stated that there are 224 new jobs coming to Marion, all being hired by 31 existing businesses. Lake stated that they are trying to focus more on internet marketing, noting that he maintains four different websites.

Supervisor Rogers asked Mr. Lake if he is in close collaboration with Plasma Power and its economic development impact. Lake responded that he has.

Curtis Nelson of the Entrepreneurial Development Center gave an update to the Board regarding EDC and requested $30,000 from the Economic Development fund. The Board will discuss on Wednesday.

Sharon Gonzalez, County Treasurer, met with the Board to discuss a temporary position for the Linn County Treasurer’s office. She stated that she has discussed this with each board member noting that she would like to hire this person during the tax season (there is money in the budget to cover that). The Board indicated that they would approve it on Wednesday.

Garth Fagerbakke, Const. Serv. Mgr., presented Change Order #1 in the amount of $1,985 and Change Order #2 in the amount of $1,710.10 from Pipe Pro, Inc. for work related to the Jail Cooling Tower and Motor Replacement project included in the 2012-2016 Capital Improvement Plan.

Motion by Rogers, seconded by Barron to authorize Chairperson to sign Change Order #1 and Change Order #2 with Pipe Pro in the amount of $3,695.10 for the Jail Cooling Tower and Motor Replacement project for a total contract in the amount of $53,879.00.

Fagerbakke reviewed the Jean Oxley Public Service Center construction modification 87.02 with the Board in the amount of $25,097.32 (for the mechanical room outside and enclosure that goes around cooling towers). This will allow the fan to work properly.

Fagerbakke also reviewed with the Board the Jean Oxley Public Service Center construction Change Order #8 in the amount of $63,604.67. He highlighted the larger ticket items. The Board will approve on Wednesday.

The Board received and placed on file an e-mail from Shirley Anderson of 1571 Forrest Grove Rd. regarding her concerns about the music festival that is to be held at Diamonds Ball Park.
