Approve operating transfer resolution of $1,000,000 for a temporary loan to the Conservation Reserve fund from the General Basic fund.

CONTRACTS AND AGREEMENTS

Authorize Chairperson to sign contract DCAT4-13-044 (Linn County Home Health): to provide $57,613.00 of Decat/PSSF (Promoting Safe and Stable Families) money for the Supervised Visitation and/or In-Home Parent Education program for families with at least one child under the age of 18.

Authorize Chair to sign a Letter of Agreement between Linn County, Iowa and Prospect Meadows, Inc. granting Prospect Meadows, Inc. an extension of time to provide a notice of intent to proceed as stipulated in the lease for unimproved land between Linn County, Iowa and Prospect Meadows, Inc. dated February 8, 2012.

Authorize Chairperson to sign Request for Payment / Activity Status: Business Assistance Programs – Federal Funding Contract Number 08-DRB-210, Report 26, for the period ending 06/15/2012 in the amount of $15,950.00.

LINN COUNTY BOARD OF SUPERVISORS
CEDAR RAPIDS, LINN COUNTY, IOWA
TUESDAY, JULY 3, 2012 9:00 A.M.
The Board met in session at the Linn County Jean Oxley Public Service Center. Present: Chairperson Oleson, Vice Chairperson Harris, Supervisors Barron, Langston and Rogers. Board members voting “Aye” unless otherwise noted.
The Pledge of Allegiance was led by Chairperson Oleson.
Motion by Barron, seconded by Langston to approve Consent Agenda as follows:

Resolution 2012-7-106, transferring the amount of $1,000,000 for a temporary loan to the Conservation Reserve fund from the General Basic fund.

A Public Hearing was called to order for the approval of the proposed FY 13 Budget Amendment.
Dawn Jindrich, Budget Director, presented proof of publication and explained the amendment.

Motion by Rogers, seconded by Harris to close public hearing.

Motion by Rogers, seconded by Langston to adopt Resolution 2012-7-107, approving FY 13 Budget Appropriations (six months) in the amount of $62,705,381.

Motion by Langston, seconded by Barron to authorize Chairperson to sign Memorandum of Agreement between City Gate, L.P. and Linn County to delay the County’s obligation to demolish the interior of the former Linn County West for up to one year.
Motion by Langston, seconded by Harris to authorize Chairperson to sign Change Order #15 with Miron Const. for Comm. Services Bldg. in the amount of $1,856 for a total contract in the amount of $11,225,502.00.
Fagerbakke discussed a Capital Improvement project to replace cooling tower at the Linn County Correctional Center. He received bids from three mechanical and three
electrical contractors. The low quote for mechanical is from Pipe Pro in the amount
Of $53,879 and low quote for electrical is from Hawkeye Electric in the amount of
$5,378. He recommends approval.

Motion by Langston, seconded by Barron to authorize Chairperson to sign contract with Pipe Pro in the amount of $53,879.00 to replace cooling tower at the Linn County Correctional Center.

Motion by Barron, seconded by Harris to authorize Chairperson to sign contract with Hawkeye Electric in the amount of $5,378 for electrical work associated with cooling tower at the Linn County Correctional Center.

Supervisor Barron reported that she was invited to attend a round table discussion in Des Moines for Creating Communities For All Ages and she took Les Beck with her.

Supervisor Langston reported that she is working on mental health issues which will take 2-3 years to work out the housing situation for the Abbe Center.
Motion by ¬¬¬¬Rogers, seconded by Harris to approve claims as follows: #70542642-#70542721 in the amt. of $640,040.50 and ACH in the amt. of $15,530.05.









The Board received and placed on file a letter from the Cedar Rapids Assessor regarding Property Assessment Appeal Board.
