APPROVE MINUTES

Year-end review of community development grant program.

Discuss a Letter of Agreement between Linn County, Iowa and Prospect Meadows, Inc. granting Prospect Meadows, Inc. an extension of time to provide a notice of intent to proceed as stipulated in the lease for unimproved land between Linn County, Iowa and Prospect Meadows, Inc. dated February 8, 2012.

Notice of bid award to the lowest cost, most receptive and responsible bidder for the construction phase of the Howard H. Cherry Reservation Safe Rooms Project.

Discuss and decide on the Delta Dental FY13 renewal.

Discuss and decide on 2 new Sr. Acct. Clerk positions for the Sheriff’s Office for FY13.

Discuss Public Health Department Space Needs Analysis.

Discuss and decide on proposed staffing changes to Child Development Center program for FY’13 as follows: eliminate the classroom hours of an Aide, increase an existing part-time Assistant Teacher role from .4 FTE to .5 FTE, merge two existing part-time Assistant Teacher roles (.69 and .39 FTEs respectively) into a single 1.0 FTE Assistant Teacher role.

Discuss Memorandum of Agreement between City Gate, L.P. and Linn County to delay the County’s obligation to demolish the interior of the former Linn County West for up to one year.

LINN COUNTY BOARD OF SUPERVISORS
CEDAR RAPIDS, LINN COUNTY, IOWA
MONDAY, JULY 2, 2012 9:00 A.M.

The Board met in session at the Linn County Jean Oxley Public Service Center. Present: Chairperson Oleson, Vice Chairperson Harris, Supervisors Barron, Langston and Rogers. Board members voting “Aye” unless otherwise noted.

Les Garner and Tracey Tritle presented a year-end review of the community development grant program and asked for the county’s continued participation.

Darrin Gage, Dir. of Policy & Admin., met with the Board to discuss a Letter of Agreement between Linn County, Iowa and Prospect Meadows, Inc. granting Prospect Meadows, Inc. an extension of time to provide a notice of intent to proceed as stipulated in the lease for unimproved land. Gage stated that the extension is needed
due to four conditions that have not been met. The Board will approve on Tuesday.

Dan Swartzendruber, Planning & Development, met with the Board regarding a notice of bid award for the Howard H. Cherry Reservation Safe Rooms Project. The low
responsible bidder is Iowa Bridge and Culvert in the amount of $212,000. The Board
concurred.

Motion by Langston seconded by Barron to approve Delta Dental FY13 renewal.

Sheriff Gardner presented his request for two Sr. Account Clerk positions for FY 13 noting that these were included in his approved offers.

Motion by Harris seconded by Rogers to approve 2 new Sr. Acct. Clerk positions for the Sheriff’s Office for FY13.

Pramod Dwivedi, Public Health Dir., met with the Board to discuss the Public Health Department’s Space Needs Analysis. Also present: Darrin Gage.

Dwivedi explained that two Health Dept. employees conducted an informal internal space
needs analysis and determined that they need 18,000 sq. ft. and currently have 12,000
sq. ft.

Gage stated that they will need to seek bids from architects to do a formal space
needs analysis to see if they can expand or need to find a new location.

Motion by Langston seconded by Rogers to approve proposed staffing changes to Child Development Center program for FY’13 as follows: eliminate the classroom hours of an Aide, increase an existing part-time Assistant Teacher role from .4 FTE to .5 FTE, merge two existing part-time Assistant Teacher roles (.69 and .39 FTEs respectively) into a single 1.0 FTE Assistant Teacher role.

Britt Hutchins, Purchasing Dir., met with the Board to discuss Memorandum of Agreement between City Gate, L.P. and Linn County to delay the County’s obligation to demolish the interior of the former Linn County West for up to one year.

Hutchins stated that since there is a potential sale of the building Linn County can
hold off demolition for up to 1 year. City Gate can give Linn County (at any time
within that year) a 30 day written notice to demolish. If there is not request within
that year, then Linn County’s obligation to demolish goes away. The estimated cost
for the demolition is between $50,000 and $60,000.


Garth Fagerbakke, Construction Services Manager, met with the Board to discuss Change Order #15 for the Community Services. He stated that this is in reference to a
cooling tower on the roof (add a gate in the amount of $1,856).

Supervisor Oleson thanked staff for allowing him to recuperate.
