The Board will meet with Elected Officials and Department Heads to discuss various County-related issues.
The Board will hear updates from the following Department Heads:
John Brandt, LCCS Executive Director Jon Gallagher, Soil Conservation Department Head Pramod Dwivedi, Health Department Director Don Tyne, Veterans Affairs Director Phil Lowder, I.T. Director Darrin Gage, Director of Policy & Administration Britt Hutchins, Purchasing Director Les Beck, Planning & Development Director
Approve Beer Permit for the Troy Store, Troy Mills, IA, noting all fees have been paid.
PUBLIC COMMENT: 5 Minute Limit This is an opportunity for the public to address the Board on any subject pertaining to Board business.

| LINN COUNTY BOARD OF SUPERVISORS CEDAR RAPIDS, LINN COUNTY, IOWA TUESDAY, JUNE 26, 2012 8:00 A.M. The Board met in session at the Linn County Jean Oxley Public Service Center. Present: Vice Chairperson Harris, Supervisors Barron, Langston and Rogers. Absent: Chairperson Oleson (personal business). Board members voting “Aye” unless otherwise noted. The Board met with Elected Officials and Department Heads to discuss the following: • Status of the Public Service Center move and issues related to the revolving door, signage, parking lot, and location of dumpsters. The signs for parking for the energy efficient vehicles are incorrect and will be taken down. • Wickiup Hill project is ahead of schedule. Hope to move in October. • Radio Communication System has been assigned to a new project manager for Harris. The tower work is almost done but they are not going to make the January 2013 deadline. Have filed for an extension with FCC. • July 31st is Public Service Center Open House. • ADA celebration to be held at the Kernels Stadium. • General Election this fall will result in more customers coming to the building starting in September. The Board received updates from the following Department Heads: John Brandt, LCCS Exec. Dir. – General Assistance Director’s last day is June 29th. Jeff Tourdot will act as Interim GA Director. John is working on new objectives for the department; challenges with bumping of clerical staff; still working on signage at the Community Services Bldg.; a descendent of the plant that is in the Grant Wood Artwork has been offered to the county; MHDD future planning and will need appointments to the LCCS Advisory Board. Pramod Dwivedi, Health Dept. Dir. – Need Linn County owned generator permits prior to installation; working on updating Linn County Codes for Air Quality; updating Healthy Homes inspection protocol; Chronic Disease Prevention position; and building expansion (data has been gathered and will be a future agenda item). Phil Lowder, IT Dir. - computer room move; decommissioned phone equipment at Linn County West; changed wireless vendor; 701 helpdesk calls; powerout savings; resolved the Recorder’s phone issue; Tax Software Conversion – plan to have 3rd data set ready by July 16th for delivery to Manatron July 30 (finalized contract addendum and a budget amendment will be needed); Board of Supervisor tablets (prefer the same vendor); JCN is on schedule; Both FMS and HRMS systems went live 6/11/2012 on the new LCGEMS server, replacing the former SVAOBGEMS server; the Enterprise Output Manager software for ESSP will be installed on July 6th. Once that is complete, the GEMS server can begin generating current information for ESSP; working on Disaster Recovery planning (secondary data site will be on County Home Road); two staff openings will likely be filled internally. Supervisor Rogers asked about the scheduling of staff for the valuation report and Lowder stated that new SMIDS and TIFS cause more work. Darrin Gage, Dir. of Policy & Admin. – Internal space needs analysis has been completed for the Health Dept. building (will need to hire someone to do a space needs study). There is currently space available at the Comm. Services Bldg. and Fillmore Bldg. The Board mentioned that they are investing in the Health Dept. building’s roof and parking lot for over $200,000; discussed low emissions car spaces at the Public Service Center and still waiting for information from Miron for LEED point information. At this time Supervisor Barron left the meeting. Gage continued to discuss space needs for the General Election from August – November, 2012. The Board agreed to allow Elections to use the 2nd floor storeroom (IT staff can run the network drops), however, the Board indicated that this will not be on a permanent basis. A long term solution needs to be worked out for future elections. Les Beck, Planning & Development - Land Use Plan; Food System Council inaugural meeting this week; close out of 404 buyout projects; the city of Central City submitted a letter to the Board re: proposed voluntary annexation. The Board has no position; reviewed site plan for Prospect Meadows; Atty. Dean Spina as a member of the Board of Adjustment (he may need to recuse himself from certain motions due to his position); moving forward with transferring 2 buyout properties to Cedar Rapids; working with the Treasurer regarding noise issue. May need to enclose their customer seating area; and challengers with the Linn County Fair obtaining permits and meeting Building Dept. requirements in a timely manner.
