Consent Agenda

Authorize Chairperson to sign statement from Linn County MHDD to Adult Bureau Chief – Waiting List, Department of Human Services – MHDS Division that the dollars available in Linn County for disability services (Fund 10) have been fully encumbered for Fiscal Year 2013 and that Linn County instituted a waiting list as of Sept. 1, 2011 as described in Policies and Procedures for all servuces funded by Linn County with the exception of Psychiatrist/Therapist, Psychiatric Prescriptions, Partial Hospitalization, 10 Units of SCL Services for 6 Months for Patients Leaving Hospital.

CONTRACTS AND AGREEMENTS

Authorize Board signatures on Special Assistant U. S. Attorney Cross-Designated Employment Agreement Pursuant to the Midwest HIDTA (High Intensity Drug Trafficking Areas) Program 2-year contract for Amy Michelle Koopman; annual salary $57,425.

Authorize Board signatures on Special Assistant U. S. Attorney Cross-Designated Employment Agreement Pursuant to the Midwest HIDTA (High Intensity Drug Trafficking Areas) Program 2-year contract for Lisa Christine Williams; annual salary $75,651.

Authorize Chairperson to sign the following funded agency agreements between Linn County, Iowa, and the following agencies: Aging Services in the amount of $7,075.00; Dental Health Center of East Central Iowa in the amount of $11,428.00; Hawkeye Area Community Action Program (HACAP) in the amount of $28,305.00; Horizons in the amount of $53,247.00; Linn Community Care in the amount of $102,440.00; Mercy Medical Center in the amount of $6,523.00; South East Linn Community Center in the amount of $4,814.00; Springville Area Neighborship Service Internship (S.A.N.S.I.) in the amount of $7,556.00; St. Luke’s Hospital in the amount of $51,478.00; Waypoint Services/Domestic Violence Program and Shelter in the amount of $30,310.00.

Authorize Chairperson to sign contract with Tallgrass Historians, L.C. for $13,457 for a Reconnaissance and Intensive Survey and Evaluation of Selected Archaeological and Architectural Properties in Subsections D, L and R in Linn County.

Award contract and authorize Chairperson to sign contract with Elite Flagging, Inc. for flagging services on various projects as follows: Flagger at $25.00/hour; Flagger – Overtime – Sundays – Holidays at $37.50/hour; Fulltime Breaker at $20.00/hour; Pilot Vehicle at $490.00/day.

Authorize Chairperson to sign contract in the amount of $19,594.25 from Emerson Network Power for 12 months of maintenance services for Liebert equipment located in the I.T. computer room located at the Community Services Building of Linn County.

Authorize Chair to publish Notice of Finding of No Significant Impact (FONSI) from the State of Iowa, Iowa Economic Development Authority for the release of Community Development Block Grant funds for Single Family New Construction - Round 4, Palo, Iowa.

Discuss and decide on electrical outlets for Linn County Courthouse related to RAGBRAI.

Discuss the proposed budget reductions for MHDD services.

Discuss a proposed three year Lease Agreement by and between Linn County and the Abbe Center for Community Mental Health to lease a part of the Fillmore Building, which is located at 520 11th Street NW, to the Abbe Center for Community Mental Health.

WEDNESDAY, MAY 30, 2012 8:00 A.M.
The Board met in session at Linn County West. Present: Chairperson Oleson, Vice Chairperson Harris, Supervisors Barron and Langston. Absent: Supervisor Rogers (other county business). Board members voting “Aye” unless otherwise noted.
The Pledge of Allegiance was led by Chairperson Oleson.
Motion by Harris, seconded by Langston to approve the Consent Agenda as follows:

A public hearing was called to order for the approval of the Fiscal 2012 Final Amendment. Dawn Jindrich, Budget Director, presented proof of publication and presented the Resolution and detail sheet by department. There were no oral or written objections.

Motion by Barron, seconded by Langston to close public hearing.

Motion by Barron, seconded by Langston to adopt Resolution 2012-5-88, approving FY 12 budget appropriations in the amount of $163,292,541.

Motion by Langston, seconded by Barron to approve upon First Consideration Ordinance Amending the General Assistance Program in Linn County, Iowa, Chapter 11 of the Linn County Code of Ordinances, Section 11.16.

Motion by Barron, seconded by Langston to authorize Chairperson to sign Wickiup Hill Outdoor Learning Center Expansion Change Order Request No. 22 in the amount of $165,000 for metal roofing with Tricon.

Langston stated that the Board received an e-mail regarding a request for electrical outlets for the Linn County Courthouse related to RAGBRAI and RAGBRAI will pay for all costs associated with this.

Motion by Langston, seconded by Barron to approve and authorize Garth Fagerbakke to work with RAGBRAI regarding a request for electrical outlets for the Linn County Courthouse.

Mechelle Dhondt, MHDD, presented proposed budget reductions for MHDD services in the amount of $1,298,712. Reductions are proposed as follows:
1. Drop Subsidies – Abbe Admin. Subsidy and Transition students at Options $212,500
2. Drop 100% co. pmt. for people who are eligible for Medicaid Serv. – $897,425
3. Drop Programs – Abbe Peer Group; Mobile Crisis; CABS - $188,787

Supervisor Langston stated that she and Supervisor Rogers attended the MHDD meeting and wanted to acknowledge ARC and the United Way representatives at this meeting. She noted that there were some present that were distressed by the CABS program cut. The Board will approve on Monday.

Darrin Gage, Dir. of Policy & Admin., presented a proposed three year Lease Agreement between Linn County and the Abbe Center for Community Mental Health to lease a part of the Fillmore Building (520 11th Street NW) to the Abbe Center for Community Mental Health ($100,000 annually).

Motion by Barron, seconded by Harris to authorize Chairperson to sign contract with Dean Driscol in the amount of $3,216.00 to install Veteran Affairs monument and concrete pad for bench at the Community Services Bldg.

Motion by Langston, seconded by Barron to allow Construction Services Manager to have authority to have contracts outside of the General Contractor to finish Jean Oxley Linn County Public Service Center project and assist with move if required in an amount not to exceed $35,000.

Motion by Harris, seconded by Barron to approve Claims #70540344 - #70541045 in the amt. of $8,111,624.80 and ACH in the amt. of $55,795.28.

Motion by Harris, seconded by Langston to approve payment to Ben Rogers in the amount of $80.00.

Motion by Barron, seconded by Langston to place an item on the agenda as an Emergency Agenda item noting that it has a $2,000 financial disadvantage to the county if not acted upon today.

Motion by Langston, seconded by Harris to authorize Chairperson to sign Purchase Order 4963 with Rapids Reproduction in the amount of $20,224.00 for an HP Designjet T7100 Printer for the GIS Dept.
