Resolution approving Crowley Farms First Addition, Land Preservation Parcel Split Case LPS-08-11.

Adopt resolution to establish speed limits along Green Street between Cedar Ridge Road and the city of Center Point. The City of Center Point has passed a resolution to establish the same speed limits due to the shared jurisdiction.

Approve and authorize chairperson to sign Iowa Department Of Transportation Federal-aid Agreement for Project No: BRS-C057(81)—60-57, bridge replacement on County Home Road over Berry’s Run.

Request authorization for Elizabeth A. Riechers, Program Director to sign the Iowa Department of Public Health – Division of Behavioral Health-HIV Care and Support Services Contract for Fiscal Year 2012 (April 1, 2012 – March 31, 2013) in the amount of $91,300.

Third Consideration on amendments to the Linn County Unified Development Code, Case A-06-11 as follows: amendments to Article 6, Section 7 §(4) and Article 7, Section 16, Table 7-2 and Article 9, Section 3 to align Linn County’s regulations regarding Accessory Wind Turbines with the model ordinance provided by the Iowa Utilities Board, necessary to meet eligibility requirements for designation as a Small Wind Innovation Zone (SWIZ); and amendment to Article 4, Section 1 §(3)(d) to reduce the minimum number of signs required to be posted for each development proposal.

Discuss and decide on Linn County’s participation in a joint video project with the Cedar Rapids Area Convention & Visitors Bureau and the City of Cedar Rapids.

The Board met in session at Linn County West. Present: Chairperson Oleson, Supervisors Langston and Rogers. Absent: Supervisor Barron (other county business) and Vice Chairperson Harris (personal business). Board members voting “Aye” unless otherwise noted.

The Pledge of Allegiance was led by Chairperson Oleson.

Motion by Langston, seconded by Rogers to approve Consent Agenda as follows:

Motion by Langston, seconded by Rogers to support Linn County’s participation in a joint video project with the Cedar Rapids Area Convention & Visitors Bureau and the City of Cedar Rapids and will fund after a final amount has been determined.

Vanessa Rogers, representing the 2011-2012 Leadership for Five Seasons Class, requested $1,000 from the Linn County Economic Development fund for the Linn County Boy Scouts project near Waubeek to make the campground handicap accessible.

John Myers, Howard H. Cherry Scout Camp, gave an update on the camp near Waubeek and stated that this project will make the camp more handicap accessible it will be the first of this kind in the nation.

The Board will approve on Monday.

Joi Bergman, Communications Mgr., presented the 2nd year grant application request for Byrne-Justice Assistance Grant Program (JAG).

Motion by Langston, seconded by Rogers to authorize Chairperson to sign the 2nd year grant application request for Byrne-Justice Assistance Grant Program (JAG) for the Linn County Binge Drinking Prevention project through the Area Substance Abuse Council (ASAC) in the amount of $45,536.

Motion by Rogers, seconded by Langston to authorize Chairperson to sign Change Order #14 with Miron Const. for a credit in the amount of $10,417.00 for the Community Services making the total contract amount $11,223,646.00.

Garth Fagerbakke, Construction Services Manager, discussed a contract in the amount of $788.60 with CEC for the Correctional Center Phase II project to supply and install security equipment for gate on the West drive. This was not part of the original plans and specs. The Board will approve next week.

Motion by Langston, seconded by Rogers to authorize Chairperson to sign construction modification 184.01 for coiling counter doors for the Jean Oxley Linn County Public Service Center Building (Recorder’s Office) in the amount of $32,788.27.

Motion by Rogers, seconded by Langston to approve claims as follows: #70537334-#70537444 in the amt. of $382,060.53 and ACH in the amt. of $26,207.77.

Supervisor Oleson stated that after today the political season is being kicked off. He has enjoyed serving with this board and if someone checks, this is one of the best working board’s in decades.

Supervisor Langston agreed that it has been a pleasure working with this board and she is confident they will get through this season.
